<P>PROBLEM TO BE SOLVED: To improve the thermal efficiency of a vacuum water heating machine being an industrial hot water generator by recovering sensible heat from low temperature flue gas discharged from the vacuum water heating machine and recovering latent heat of moisture contained in the flue gas. <P>SOLUTION: The heat recovery apparatus 10 includes a heat recovery chamber 1 which includes a heat recovery unit 1a comprising a plurality of stages and a plurality of rows of fin water tubes 1b, an atomizer 10a for spraying spray water to flue gas, a temperature detector Sa below the atomizer 10a, a neutralization tank 2, a discharge section 3, and a water discharge section 10b for discharging processed waste water from the neutralization tank 2. On the basis of the output of the temperature detector Sa, the flow rate of supply water to the atomizer 10a is adjustable. The temperature of the supplied flue gas becomes low by spray water.
