The following are provided: a storage unit (67B) that stores the configuration diagram of those FA devices that are the constituent elements of an FA system and that perform design themselves, as an object-of-design unit configuration diagram, and that stores the configuration diagrams of a plurality of those FA devices that do not perform design themselves, as a general-purpose unit configuration diagram which is a single configuration diagram; an input unit into which instruction information that designates at least one object-of-design unit configuration diagram and a general-purpose unit configuration diagram is input; a system configuration diagram creation processing-unit (63) that reads from the storage unit (67) the object-of-design unit configuration diagram and the general-purpose unit configuration diagram that correspond to the instruction information input from the input unit and creates a system configuration diagram for an FA system; and a display unit that displays the system configuration diagram created by the system configuration diagram creation processing-unit (63) and thereby displays a plurality of those FA devices that do not perform design themselves, as a general-purpose configuration diagram which is a single configuration diagram.
