PROBLEM TO BE SOLVED: To easily and efficiently create a document with supplemental explanation including an agate supplemental explanation character string of character size conforming to character sizes of the document.

SOLUTION: A storage part 16 stores information on character sizes of characters included in character regions in the document. A character size correction part 20 reads the information on the character sizes out of the storage part 16, and corrects the read information on the character sizes by the character regions based upon character sizes of the respective character regions. A character region division part 21 divides one character region into two or more character regions based upon the corrected information on the character sizes. A display form information generation part 24 generates information on a display form of the supplemental explanation character string for each of the divided character regions based upon the corrected information on the character sizes when the character size correction part 20 corrects the information on the character sizes for characters in the divided character regions. A document creation part 25 creates the document with supplemental explanation based upon the generated information on the display form.
