<P>PROBLEM TO BE SOLVED: To allow retransmission data to avoid delay due to congestion of a transmit buffer. <P>SOLUTION: Constitution of a media access control (MAC) shortens transmission waiting time for re-transmission of data blocks. A plurality of the data blocks are received and temporarily stored in a first memory (815B) (e.g., a queue and a buffer). Thereafter, the plurality of the data blocks are transmitted. Whether reception of the respective transmitted data blocks is successful, or whether the re-transmission of the data blocks is needed because the reception of the data blocks is not successful, is determined. The respective data blocks in which the re-transmissions is needed among the transmitted data blocks are tagged and stored in a second memory (815A), having a higher order of priority than that of the first memory (815B).
