<P>PROBLEM TO BE SOLVED: To more accurately perform automatic leveling control performed by obtaining a vehicle inclined angle to a horizontal surface from an inclination sensor. <P>SOLUTION: A control ECU 100 includes a receiving part 118 receiving a total angle θ from the inclination sensor 116, a control part 120, a transmitting part 122, a nonvolatile memory 108 and a writing limiting part 126. The control part 120 calculates a vehicle attitude angle θv from a sum total angle θ and a reference value of a road surface angle θr to a change of the sum total angle θ upon vehicle stopping to adjust an optical axis, holds the vehicle attitude angle θv as a new reference value, maintains an optical axis position to the change of the sum total angle θ during vehicle running, holds a road surface angle θr obtained from the sum total angle θ and the reference value of the vehicle attitude angle θv as a new reference value and writes the reference value of the road surface angle θr in the nonvolatile memory 108 when supply power from an ignition power source 326 is made to be a prescribed reduced state.
