<P>PROBLEM TO BE SOLVED: To provide an effective facility arrangement for separating and arranging a plurality of facilities having various functions into different regions of a vessel circumference, minimizing a possibility of interference between the various functions, and maximizing the safety of smelting working in a smelting device. <P>SOLUTION: An oxidation gas delivery duct means 31 and an exhaust gas duct means 32 are extended in a first region out of at least three individual regions arranged in the circumference of a fixed smelting vessel 11 and extended outward for the fixed smelting vessel.
