<P>PROBLEM TO BE SOLVED: To make it unnecessary to carry or present a card on which user identification information for service is mentioned, and to prevent leakage of the user identification information for service, and to execute identification confirmation of a user. <P>SOLUTION: User identification information transmission means of a verification device of an embodiment is configured to, when the verification results of format verification means, authenticator verification means, equipment certificate verification means, user identification information certificate verification means, evaluation report verification means, challenge value verification means and execution result verification means are all valid, transmit user identification information in the user identification information certificate and the verification results showing validity to a service providing device. When receiving the user identification information and the verification results, reading means of the service providing device of an embodiment reads the user identification information for service based on the user identification information.
