The present invention relates to a slip prevention pad and a method of manufacturing the slip prevention pad. The method of manufacturing the slip prevention pad includes: a first step of applying a rubber-metal adhesive to emery sands to dry the emery sands to which the rubber-metal adhesive is applied; a second step of mixing a rubber reinforcement material and a curing material into a raw rubber to manufacture an uncured rubber; a third step of mixing the emery sands to which the uncured rubber and the adhesive are applied; a fourth step of throwing the uncured rubber and the emery sands, which are mixed with each other, into a rubber forming device to perform curing and forming processes; and a fifth step of cutting and processing the formed rubber product. The slip prevention pad may effectively prevent slipping on a slippery road surface such as a snowy road or an icy road. In addition, the slip prevention pad may allow a user to perform general walking on a non-slip road without having inconvenience. Thus, since the slip prevention pad may be freely used according to a road surface state without being attached or detached, walking continuity may be maintained and wearer's convenience may be improved.
