The present invention comprises the following steps: collecting kapok fiber from Actinidia arguta; providing the kapok fiber to a sheet manufacturing machine to mold the same into a sheet-shaped kapok fiber having a predetermined thickness by needle punching, and sterilizing (antibacterial treatment) the kapok fiber at 170-220 ? for 0.5-1.5 seconds; making holes at predetermined intervals while providing the absorption tissue that is molded using the sheet-shaped kapok fiber; and cutting the kapok fiber having holes by a predetermined size and packing the same to allow a tissue sheet to be pulled out.
