<P>PROBLEM TO BE SOLVED: To provide a management apparatus of cargo handling operation vehicle, which provides an index which can appropriately determine the skill of an operator even when an operation environment is different. <P>SOLUTION: The management apparatus of cargo handling operation vehicle has a processing device. The processing device calculates a working circumstance variable depending on energy consumption and operation environment based on operation information gained from a cargo handling operation vehicle which lifts a cargo and travels.
