<P>PROBLEM TO BE SOLVED: To secure the storage capacity of an auxiliary storage device and reduce a load on a CPU when identifying a communication apparatus. <P>SOLUTION: A program management unit 11 receives an addition instruction or a deletion instruction of a program for analyzing a packet of a predetermined protocol to extract predetermined property information, and adds the program to a program storage unit 1 or deletes the program from the program storage unit 1. A response analysis unit 4 and a capture analysis unit 6 execute a program stored in the program storage unit, thereby analyzing a packet received by a response reception unit 3 and a packet capturing unit 5 to extract property information of a communication device. An identification unit 15 calculates a distance between property information stored in a dictionary storage unit 14 and the property information extracted by the response analysis unit 4 and the capture analysis unit 6.
