[Problem] To provide a substrate for mounting a light-emitting element in which the bonding strength between the main substrate and a metal section is high, and a light-emitting device which is highly reliable and in which the bonding strength of the main substrate and a metal section is high. [Solution] The present invention has a main substrate (20) constituted by a ceramic sinter, and a metal section (2) containing silver, and is characterized in that on the main substrate (20) there is a silver-containing region (4) at a location opposing the metal section (2) with a joining section therebetween. Due to the foregoing, the joint strength of the main substrate (20) and the metal section (2) can be increased.
