The present invention relates to a cosmetic composition stably containing a substance beneficial to the skin, and more particularly, to a water-in-oil emulsion-type cosmetic composition which contains a combination of a weak acid capable of constituting an organic modified clay mineral and a buffer system, and a salt having a conjugate base of the weak acid, or a combination of a weak base and a salt having a conjugate acid of the weak base, to effectively reduce emulsification instability, which is a problem when a substance beneficial to the skin is contained in an internal phase.
