PURPOSE: A surface processing method for carbon fiber using a surface processing system is provided to dissociate concentration of carbon fiber bundle and to ensure even surface processing effect. CONSTITUTION: A surface processing system for carbon fiber using atmosphere plasma comprises: a carbon fiber bundle unwinding unit(10) for unwinding a bundle of carbon fibers; a carbon fiber bundle dissociation device for dissociating concentration of carbon fibers; an atmosphere plasma ashing and etching device for removing impurities and activating the surface of the carbon fiber; and an atmosphere plasma polymerization device which is able to control surface property. The carbon fiber bundle dissociation device comprises: a rolling device(20) for transferring the bundle of carbon fibers; a tension control device(30) for providing tension to the bundle of the carbon fiber; and a heater for dissolving and removing the sizing of the bundle of the carbon fiber.
