<P>PROBLEM TO BE SOLVED: To provide an electrochemical sensor for measuring oxygen dissolved in an aqueous measuring medium, the sensor which has a long storage life and a long service life, can reliably reduce an activation time when used for the first time, and can be manufactured by a simple and economical method, and to provide a method for manufacturing the electrochemical sensor and a method for measuring the oxygen dissolved in the aqueous measuring medium using the electrochemical sensor. <P>SOLUTION: The electrochemical sensor includes: (a) an active electrode and a counter electrode; (b) an electrolyte layer disposed between both electrodes, containing at least one kind of particulate material and at least one kind of binder and forming a porous non-swelling framework structure, in which pores are intended to capture an electrolyte liquid or include the electrolyte liquid; (c) and a gas permeable cover layer disposed on the electrolyte layer.
