PROBLEM TO BE SOLVED: To easily create dictionary information for identifying a communication device such as an electrical appliance.

SOLUTION: A response analysis unit 4 and a capture analysis unit 6 analyze a packet received by a response reception unit 3 and a packet capturing unit 5 to extract property information indicating properties of a communication device. An input unit 10 receives an input of model number information of the communication device. A recording unit 13 associates the property information extracted by the response analysis unit 4 and the capture analysis unit 6 with the model number information input by the input unit 10 and records them in a dictionary storage unit 14 as dictionary information.
