<P>PROBLEM TO BE SOLVED: To solve a problem that a sheet needs to be joined to an article etc., so as to prevent the sheet from being displaced when a package in which the sheet and the article are packed together is manufactured. <P>SOLUTION: An opening end 12o of a resin film 12 formed with a sealing part 13 at its one end is made to cover an outer peripheral surface on one end side of an insertion guiding member 21. In this state, one end side of the resin film 12 is inserted into the other end side of the insertion guiding member 21 in an inverted state. A message card 16 is supplied between the sealing part 13 on the one end side of the resin film 12 and a toilet paper roll unit 11U. While the message card 16 is energized to the toilet paper roll unit 11U side, these are inserted from the other end side of the insertion guiding member 21 into the insertion guiding member 21.
