<P>PROBLEM TO BE SOLVED: To provide a polymer dispersion composition, a method for preparing the same and use of the composition. <P>SOLUTION: The polymer dispersion composition comprises microparticles of a hydrophilic, water soluble or swellable polymer, preferably an acrylic-based polymer, having a neutralization level of from about 25 to about 100%, and dispersed in a suitable non-aqueous carrier fluid and an oil-in-water surfactant.
