PURPOSE: A device and a method for manufacturing a tip-expansion pile are provided to reduce manufacturing costs by freely regulating the length of the lower part of a pile in the same device that manufactures the pile. CONSTITUTION: A device for manufacturing a tip-expansion pile comprises a tip-expansion pile mold(101) and a length adjusting module(201). The tip-expansion pile mold is opened on both sides thereof and has an inner longitudinal pile manufacturing space. The tip-expansion pile mold is formed with top and bottom pile manufacturing parts corresponding to the respective top and bottom of a pile, wherein the top and bottom pile manufacturing part have difference diameters so that the bottom of a manufactured pile has a larger diameter than the top thereof. The length adjusting module is provided in the bottom pile manufacturing part and adjusts the length of the bottom of the pile.
