PURPOSE: A moving picture transmitting system and method are provided to observe and collect a minute motion and a wrong motion by slowly playing the movement of an object through a personal mobile communication device. CONSTITUTION: An extraction server extracts moving picture data for transmission which can be transmitted to a personal mobile communication device. A client transfers moving picture transmission information and original copy moving-picture data to a main server by a wire or radio method. A moving picture transmission device transfers the moving picture data for transmission to the personal mobile communication device by using an SMS(Short Message Service). The main server controls the extraction of the moving picture data for transmission of the extraction server and moving picture data transmission of the moving picture transmission device.
