PROBLEM TO BE SOLVED: To provide a navigation device and navigation system capable of searching for the optimal moving route according to a user's taste. SOLUTION: This navigation device searches for the optimal moving route between a departure place and a destination in a transportation network consisting of nodes and links. The navigation device acquires an environmental condition value showing the degree of environmental condition as a feature near the links for each link and each of a plurality of environmental conditions, and sets each genre value as a weight of each genre according to which the plurality of environmental conditions are classified. The navigation device calculates a segment value as the weight of each link based on the set genre value and the acquired environmental condition value, and searches for the optimal moving route based on the calculated segment value, the departure place, and the destination.
