An apparatus for reducing block artifact in an image sequence according to some embodiments of the present invention includes a motion detection unit that detects a motion signal from a first frame of an image signal and a second frame of the image signal; a block border offset and motion-based correction determination (BOMCS) unit that determines block border locations based on the second frame and a correction strength based on the second frame and the motion signal; and an intensity filter that filters the second frame based on the block border locations and the correction strength to output a corrected image signal.</p>
