PURPOSE: An identification key generating apparatus and a method thereof are provided to supply high reliability by generating a random identification key through a semiconductor manufacturing process. CONSTITUTION: An identification key generating unit(110) generates an identification key by using conductive layers by contact. An identification reading unit(120) detects short-circuit between conductive layers and reads out the identification key. The contact is composed according to a design rule in a semiconductor manufacturing process.
