PURPOSE: A semantic context providing device and a method thereof are provided to couple location information of a user with social relation information of the user, thereby providing optimized information to the user. CONSTITUTION: A user location tracking unit(210) extracts at least one of address information or adjacent address information of the address information based on a location of a user. A user preference managing unit(230) reads a social relation list. The social relation list shows the list of people socially related to a user. A semantic user need reasoning unit(260) extracts a query that a person of the list asks from an area corresponding to at least one of the extracted address information and the adjacent address information. A result output unit(280) provides the extracted query to the user.
