PURPOSE: A neutral electro-winning device and a nonmetallic inclusion extracting method using the same are provided to implement accurate extraction and analysis of nonmetallic inclusion. CONSTITUTION: A neutral electro-winning device comprises an electrolytic cell(10), an anode plate(20), a power supply unit(30), a specimen weight measuring unit(40), and a control unit(50). The electrolytic cell stores neutral electrolyte and accommodates a steel specimen for extraction of nonmetallic inclusion. The anode plate is connected to the specimen. The power supply unit is connected to the specimen and the cathode plate in order to supply cathode power and anode power, respectively. The specimen weight measuring unit senses the weight of the specimen. The control unit is connected to the specimen weight measuring unit and the power supply unit, compares the weight of the specimen with a reference value, and controls the operation of the power supply unit based on the comparison result.
