PURPOSE: An apparatus and method for processing multilayer data are provided to improve the processing performance of the multilayer data by processing the multilayer data in parallel through processors. CONSTITUTION: A lower layer processing unit(110) generates a lower layer flow by using input data with lower layer information, allocates the lower layer flow to a plurality of lower layer processors, and processes the lower layer with regard to the lower layer flow in parallel. An upper layer processing unit(120) generates an upper layer flow by using data from the lower layer processor with upper layer information, allocates the upper layer flow to a plurality of upper layer processors, and processes the upper layer with regard to the upper layer flow in parallel.
