The device (D) has a gear motor (2) fixed to a casing (1) and comprising an output shaft whose rotating speed is variable. A winding drum (3) is mounted rotatably on the casing and rotated by the output shaft for winding a traction cable (4), where a portion of the cable wound on the drum forms two layers. A controller controls the rotating speed of the output shaft such that linear speed of the cable at an outlet of the device remains constant.
