PURPOSE: A WDM(Wavelength Division Multiplexing) based millimeter generating device and a method thereof are provided to generate a single sideband sub carrier millimeter wave by wavelength locked modulation, thereby reducing the effect of chromatic dispersion. CONSTITUTION: A first modulation unit(303) includes one or more sub carriers in a first light source. A light wavelength distributing unit(305) distributes a first modulation signal of the first modulation unit to a plurality of second light sources. A second modulation unit(307) includes data stream in at least one or more sub carriers. A millimeter wave generating unit(309) generates a millimeter wave by the interaction of at least one of optically amplified sub carriers and a main carrier, or at least one of optically amplified sub carriers and the other sub carriers.
