PURPOSE: A load balancing method in a multiple cells wireless access system and apparatus thereof are provided to equalize load between cells by controlling the transmission output of a base station. CONSTITUTION: A load balancing module determines the change size of transmission output(201). The load balancing module determines a handover candidate group including one or more terminals for handover(205). The load balancing module calculates predicted gains after the transmission output is changed by the classification of the terminals(207). The load balancing module determines the change of the transmission output by using the predicted gains(215).
