PURPOSE: Emulsion fuel emulsifying apparatus is provided to improve stability of phase, thereby preventing oil-water separation after long-term storage. CONSTITUTION: Emulsion fuel emulsifying apparatus comprises a first and a second mixers(140,160), a first and a second stabilizer(150,170), and an emulsion fuel storage tank(180). The oil, water and an emulsifier are supplied by forcible delivery. The first mixer generates emulsion fuel by whirling and dispersing mixed fluid of oil, an emulsifying agent, and water. The first stabilizer improves phase stability of emulsion fuel flowed in from the first mixer. The second mixer forms vortex by the emulsion fuel from the first stabilizer. The second stabilizer improve the phase stability of emulsion fuel flowed in from the second mixer. The emulsion fuel storage tank stores the emulsion fuel exhaust from the second stabilizer.
