A controller for a near infrared ray heater is provided to prevent waste of energy by automatically turning on and off the near infrared ray heater based on the presence of a user. A controller for a near infrared ray heater includes a key input unit, a temperature detector(80), and a microcomputer. The near infrared ray heater includes a heat radiation material and a heater driver. The key input unit enables a user to set a desired temperature. The temperature detector detects the current temperature around the user. The microcomputer compares the desired temperature with the current temperature and controls the radiation amount of the heat radiating material. The key input unit includes a standby time input key used to input a standby time for turning off the heat radiating material after a predetermined driving time.
