<P>PROBLEM TO BE SOLVED: To solve the problem in which an image identifier extracted from an image having high correlation between local regions in the image or an image with signals concentrating on a specific frequency has a lower identification capability that is a degree for identifying a different image. <P>SOLUTION: An image identifier extraction device comprises calculation means for calculating region features for each dimension from two sub-regions in an image that are associated with each dimension composing an image identifier being information for identifying an image. Then, a pattern of two sub-regions associated with a certain dimension and a pattern of two sub-regions associated with at least one other dimension have a symmetric property with respect to left and right or top and bottom of an image.
