<P>PROBLEM TO BE SOLVED: To provide a hair cosmetic composition having excellent preparation stability even when mixed with a carbonate, and imparting favorable brightness to hair. <P>SOLUTION: A hair cosmetic composition is constituted as a hair dye or a hair-bleaching agent, and is applied to hair by mixing a first agent and a second agent when being used.
