<P>PROBLEM TO BE SOLVED: To select phrases so as not to output a phrase regarding a well-known topic having a cycle longer than a predetermined period. <P>SOLUTION: A topic output device of the present invention obtains documents in a predetermined period with time information and layer category information added; obtains appearance counts of phrases included in a group of the documents; calculates topicality of each phrase that becomes a topic of conversation in the predetermined period on the basis of the appearance counts; determines whether each phrase having high topicality is periodic; checks subsequently from layer categories on an upper layer whether each phrase determined to be periodic appears in an unbalanced manner between categories on the same layer; and gives a higher recognition level to a phrase appearing in a less unbalanced manner on the upper layer.
