PURPOSE: A hot-standby control system is provided to reduce system expansion costs by forming a first encoder and a second encoder on a switch circuit board. CONSTITUTION: A first control device(13) includes a rack, a switch circuit unit, a first control signal transmitting unit(13a), and a first control unit(13b). The switch circuit unit is connected to a plurality of control target devices one-to-one. A second control device(14) includes a second control signal transmitting unit(14a) and a second control unit(14b). The second control signal transmitting unit transmits the same control signal as the first control signal transmitting unit to the control target device. The second control unit controls the switch circuit unit to electrically connect the control target device and the second control signal transmitting unit.
