<P>PROBLEM TO BE SOLVED: To provide a reformer in which the length of plasma discharge can be controlled reliably without using a thick roller as an electrode roller, and to provide an image forming device equipped with the reformer, and a post-processing device of the image forming device. <P>SOLUTION: A reformer 100 comprises a conveyance means 11 for conveying a work piece S in a predetermined direction, a discharge electrode roller 51 which generates plasma toward the processed surface of the work piece S conveyed by the conveyance means 11 in the predetermined direction, and a counter electrode 52 which is arranged to face the discharge electrode roller 51 via the conveyance means 11 and generates plasma between the discharge electrode roller 51 and itself, in which the processed surface is reformed by the plasma. The discharge electrode roller 51 has a uniform thickness and has a length longer than the length of the work piece S intersecting the conveyance direction perpendicularly.
