<P>PROBLEM TO BE SOLVED: To provide an LED module having each LED element as a light emitting source, with such a structure that output light from the LED element is radiated omnidirectionally from the LED module, and an LED lamp omnidirectionally radiating output light by use of the LED module as a light source. <P>SOLUTION: Extraction electrodes 7a, 7b are attached on both ends of a transparent substrate 6. On the same surface thereof, each LED element 2 that emits light from mutually opposite surfaces sandwiching an active layer is die-bonded. Mutual electrodes of adjacent LED elements 2 are connected by bonding wires 8, and the extraction electrodes 7a, 7b and the electrodes of LED elements 2a, 2c adjacent to the extraction electrodes 7a, 7b are also connected by bonding wires 8. Further, an LED module 1 is configured of a phosphor layer 9, formed on the surface of the transparent substrate 6 opposite to the surface having the attached extraction electrodes 7a, 7b, and phosphor coating 10 formed in a manner to cover the LED element 2.
