PURPOSE: An access control method between terminals and apparatus using the same are provided to rapidly transmit mass data by selecting optimized high speed network and by syntagmatically managing wireless communication networks. CONSTITUTION: A first transmission and reception unit(110) includes one or more low speed network modules(111~114). The first transmission and reception unit receives access information from an access terminal. A network control apparatus determines a high speed network module for high speed data communication with the access terminal. A second transmission and reception unit(120) includes one or more high speed network modules(121~124). The second transmission and reception unit is communicated with the access terminal through the determined high speed network module.
