<P>PROBLEM TO BE SOLVED: To provide a frame erasure cancel technique for voice communications. <P>SOLUTION: A voice decoder 108 receiving a sequence of frames which respectively have voice parameters includes a speech generator 308 for generating speech from the voice parameters.
