<P>PROBLEM TO BE SOLVED: To provide a developing roller that does not generate density unevenness during image output operation of an image forming apparatus for a long period under high temperature, and has a shaft core body reusable after use. <P>SOLUTION: A developing roller is formed of a metal shaft core body, and a coat layer and an elastic layer that are laminated in this order around the shaft core body.
