The present invention relates to an electrically controlled linear proportional valve actuator, which actuator provides for precise control of armature movement within said actuator. The actuator comprises at least one electromagnet or paired electromagnets, wherein the electromagnet comprises a coil wound about a core. The actuators further comprise at least one permanent magnet, which permanent magnet is oriented such that a magnetization direction of said permanent magnet is parallel to or perpendicular to a magnetization direction of the electromagnet or paired electromagnets. The actuators further comprise an armature or armature structure, which is capable of axial displacement in a direction parallel to or perpendicular to a magnetization axis of the electromagnet or paired electromagnets. Methods for actuating an intake or exhaust valve comprising the linear proportional valve actuators are also described.
