PROBLEM TO BE SOLVED: To improve the communication quality.

SOLUTION: A communication device 110 has a transmitter 111 and a controller 113. The transmitter 111 transmits phase-modulated signal light. The signal light transmitted by the transmitter 111 is wavelength-multiplexed with other light and transmitted to a communication device 120. The controller 113 changes a frequency of the signal light to be transmitted by the transmitter 111 based on a detection result from the communication device 120 of frequency change in the signal light transmitted by transmitter 111.
