<P>PROBLEM TO BE SOLVED: To provide a new layer useful for an image forming apparatus for electrophotography including digital and multiple development electrophotography. <P>SOLUTION: A method of manufacturing a transfer body is suitable for use with an image forming system, the method includes a step of coating on a substrate an ultraviolet (UV) curable mixture that contains chlorinated polyester resin, reactive diluent, a conductive species, and a photoinitiator.
