<P>PROBLEM TO BE SOLVED: To secure stability of pressure governing control regardless of an operation state of a pressure governing device. <P>SOLUTION: A pressure governing device 10 comprises: a main governor 11 provided between an upstream side fluid conduit 1A and a downstream side fluid conduit 1B; and a pilot flow path 12 for making the upstream side fluid conduit 1A and the downstream side fluid conduit 1B communicate with each other. The main governor 11 includes a driving part 11A for adjusting opening by driving pressure output from the pilot flow path 12. The pilot flow path 12 includes: a pilot valve 13 for adjusting a flow rate through the pilot flow path 12 based on secondary pressure; and a resistance part 20 for setting the driving pressure according to the flow rate through the pilot flow path.
