PURPOSE: A plate having a wet surface, an assembly, and an indirective-evaporative cooling device using the same are provided to form a thin liquid film with being uniformly spread on a surface by evenly forming a separating part and an attracting part on the surface. CONSTITUTION: An assembly having a wet surface comprises: a first member(131) and a second member(132) which are combined by brazing; a separate part(161) which is formed on the surface of one or more among the first member and the second part and is separately divided the part which is neighbored each other; and an attracting part(166) which is formed on the surface and attracts liquid which is supplied to the surface in order to be connected at least a part of the separate unit. The brazing of the first member and the second member is done with being exposed in a temperature environment which is higher than the melting point of the first member and the second member with a material whose melting point is lower than the melting point of the first member and the second member. At least one part of the separate unit is formed along the thickness direction of the surface.
