<p>The present invention relates to an image processing device and method enabling encoding efficiency to be improved with VLC format encoding. A VLC table switching unit selects a k = 0 table in accordance with a quantization parameter lower than a predetermined value and selects a k = 1 table in accordance with a quantization parameter higher than the predetermined value. A code number assigning unit assigns an inter 16 x 16 mode to code number "0" in accordance with a quantization parameter lower than the predetermined value, and assigns a skip (or direct) mode to code number "0" in accordance with a quantization parameter higher than the predetermined value. The present invention can be applied to an image encoding device which performs encoding with the H.264/AVC format, for example.</p> |
