When there is i for which Fi R ‰¥ Fi min , 1) is performed if P D ‰¤ Pi M , and 2) is performed if P D > Pi M . 1) If fi(P D ) ‰¤ Fi R , Pi* = P D and Fi* = fi(P D ) are set. If fi(P D ) > Fi R , Pi* = the maximum fi -1 (Fi R ) that is less than P D , and Fi* = Fi R are set. 2) If fi(Pi M ) ‰¤ Fi R , Pi* = Pi M and Fi* = fi(Pi M ) are set. If fi(Pi M ) > Fi R , Pi* = the maximum fi -1 (Fi R ) and Fi* = Fi R are set. When there are a plurality of i for which Fi R ‰¥ Fi min , PI*, a reforming method, and FI* for i that gives the maximum ·i = gi(Pi*) are adopted. Fi and the like are defined in the description.
