PURPOSE: An operating method of an internal reforming fuel cell is provided to use raw materials in addition to methane, to provide long-term stability, to provide easy heat-maintenance, to reduce heat energy loss, and to improve heat energy efficiency. CONSTITUTION: An operating method of an internal reforming fuel cell comprises: a step of manufacturing hydro carbon fuel for internal reforming by reacting hydrogen-containing gas, and stack exhaust gas of a fuel cell containing CO2; and a step of supplying the hydrocarbon fuel to a fuel electrode in a stack. The internal reforming fuel cell is a molten carbonate fuel cell or a solid oxide fuel cell. The stack exhaust gas, and hydrogen or hydrogen-containing gas is reacted in a catalyst synthetic reactor.
