PURPOSE: A heterogeneous handover system and a method thereof are provided to directly transfer a handover command about a terminal device according to network environment information. CONSTITUTION: A terminal(100) supplies network environment information about neighbor networks. A policy related device(300) supplies a handover policy to the terminal according to defined policy setting information. The policy related device supplies the handover policy to the terminal based on information about present condition of network operation.
