PURPOSE: An ultra rapid-hardening hydraulic binder and a manufacturing method thereof are provided to enhance rapid hardening property and replace normal Portland cement. CONSTITUTION: An ultra rapid-hardening hydraulic binder using reduction slag powder includes reduction slag powder in which free-CaO does not exist. The reduction slag powder has a fineness of 3,000-12,000/g. The reduction slag powder comprises 40-60 weight% of CaO, 5-15 weight% of SiO2, and 15-25 weight% of Al2O3 and has no CaO. The reduction slag powder contains large amount of alumina and magnesia. The reduction slag powder largely contains Mayenite(C12A7, 12CaO·Al2O3) and B-C2S(Belite, B-2CaO·SiO2). A manufacturing method of the rapid hardening hydraulic binder using the reduction slag powder comprises next steps: scattering electric arc furnace to high pressure in a steel mill; quick freezing at room temperature; pulverizing the reduction slag into a fixed fineness; and mixing gypsum with the pulverized reduction slag.
